Abstract
This European Standard specifies requirements which enable a Transmission System Operator (TSO) to develop and implement a safety management system. Through this SMS the TSO and its stakeholders are ensured of a safe gas transmission infrastructure compliant with the policy and objectives which take into account legal requirements and other requirements to which TSO subscribes, and of information about significant safety aspects. The goal of SMS is to ensure: - the safety of the public - the protection of urban, natural or industrial environment - the service life and reliability of natural gas infrastructure The TSO shall consider the economic feasibility when implementing the SMS. Occupational health and safety is excluded because it is covered by national legislation and other international standards, e.g. OHSAS 18001. Gas infrastructures in this standard are assets needed for transmission of natural gas (therefore excluding distribution): - pipelines onshore including valve stations; - compressor stations; - metering & pressure reduction stations. All infrastructure covered by the Seveso II Directive (e.g. LNG plants, Under Ground Storages etc.) are excluded from the scope of this standard. Also gas pipelines as integral part of industrial processes are excluded from the scope. The SMS is applicable to gas infrastructure for the transmission of processed, non-toxic and non-corrosive natural gas according to EN ISO 13686 where: - the pipeline elements are made of unalloyed or low-alloyed carbon steel; - the pipeline elements are joined by welds, flanges or mechanical joints. This standard specifies requirements on a general level. The references in Clause 2 "Normative references" give more detailed requirements for some of the assets listed above.
